A vast ring of light crosses the sky. Power and communications

In Chicago, detective Tony Shapiro survives gunfire that should
have killed him. Elsewhere, convicted murderer Caleb Creed gains
an ability that turns walls, locked doors, and conventional
security into little more than suggestions.
As separate lives begin to intersect, strange reports disappear,
an old trail reaches back to 1946, and the same message keeps
appearing where it should not exist:
